100%. The power steering system develops leaks over time. EPS, especially the hack job that people do here, is not the solution. The key is to fix it correctly with the right parts and keep an eye on the fluid level to prevent the pump running dry.
My Civic has 190k on it, pump, high pressure line, and steering rack seals leaked around 150k. Replaced all of them with new genuine parts. It's expensive, but it worked - no leaks now, and the pump never ran dry. Kept the original steering rack.
Don't use worm gear clamps for the high pressure lines, use good quality lines in the first place, and use Honda PSF.
