TL;DR: Its mostly about the driver than the drive. Any road car can get into a hydro lock situation if not driven appropriately on a flooded road
I have seen hydro locking on Corollas, Civics etc. It is most of the time issue with the person behind the wheel, rather than the car, its ground clearance or placement of air intake etc.
It is wise to learn to drive in a flooded road rather than be a road warrior through them.
Saying Peugeot's have more than others is simply a matter of timing. I remember when Civic IX was released there were several posts of it hydro locking; this is a consequence of timing.
It rained pretty heavily in Islamabad several weeks backs; in fact on one of the days it was raining so hard there was essentially no visibility on the roads. I saw several Suzuki's, a couple of Corollas stuck in the middle of a flooded road with drivers constantly trying to start or revving the engine to get out. At the same time I saw Peugeots, Audi's clear the area without any trouble (I was in an HRV myself).
